Was born in 1974. Graduated from East Kazakhstan Technical University with degrees in Mechanical Engineering and Engineering Economy and Management. In 2022 obtained a profession of Mine Engineer from Kazakh National Technical University named after К.I. Satpayev.
His career started in 1992 at Leninogorsk Polymetallic Complex as mechanic apprentice, Tishinsky Mine.
In 1998 after graduation from the university he got a job in Kazzinc at Ridder Mining and Mineral Processing Complex. In this subdivision Igor had gone a journey from Mechanic/Fitter to Deputy Chief Mine Engineer.
Since 2004 had been a head of the Shubinsky Mine in Ridder.
In 2009 Igor was transitioned to a Chief Engineer and Deputy General Manager (process) in Altay subdivision of the company. Until 2023 he had been Director of Altay Mining and Mineral Processing Complex.
Since April 2023 Igor is Executive Director, Mining & Mineral Processing, East Kazakhstan.
In 2009 and 2017 received an industrial award of ‘Кеншi даңқы’ of III & II degrees.
